How effective is invitro fertilization as treatment for infertility? what is its success to failure rate?

I dont have numbers but it has a fairly OK chance. Of course there are also other factors like sprem motility, the mother's age etc. And then there's also the cost which is high.

I hear that this can be pretty successful but like Ronnie said expensive. In our place it is $10K per cycle!

Yes, IVF is quite expensive and its not 100% successful. I personally know someone who had 3 cycles and zero success. however, she was also in her early 40's when she tried it.

I know a woman who had IVF for years but could not get pregnant. the success depends on a lot of factors too like the age and the ability of the womb to hold on to the implanted fetuses.
