let's say i had a tubal ligation. now I want it reversed. Let's say that the operation was a success. Is it now guaranteed that I will have a baby? I am healthy 32 years old and married.

Not guaranteed. In fact I've heard that even though tubal ligation has been reversed the female still has problems getting pregnant.

Tubal ligation is considered as permanent infertility so this procedure should not be taken lightly.

First of all getting a tubal ligation reversed is very expensive. Second, it does not guarantee anything. So think hard before undergoing such a permanent procedure. I have heard of women getting this reversed but ended up with fallopian tube problems.

Studies show that there is a 65% chance of getting pregnant after a tubal ligation. However this also depends on the age of the person getting a reversal.
