is there such a thing as a woman having small follicles? how can it affect her fertility?

Yes there are women with small follicles. This is usually common with women who have polycystic ovarian syndrome (PCOS). women with this sort of problems usually have irregular menstrual cycles making it hard for them to get pregnant.

sorry i am confused. do you mean fewer follicles than normal or small in size??? :(

small as in small in size. this makes it hard for them to release the egg hence sometimes there is no ovulation.

If you have small follicles, this will make it harder for the pros to harvest your eggs. Women with small follicles usually have few eggs to be harvested.
